The flights have 1 stop each way, in Toronto (the flights between Vancouver and Toronto are with Air Canada or Westjet).
Carry-on and 1 piece of checked luggage are included.
Portugal is moving in the same direction as Greece, Spain, and Italy - and starting to implement lighter restrictions for vaccinated travelers. But May/June is a gamble. Portugal wants to re-open for tourism by the beginning of May, but no official dates have been set.

The bigger problem isn't even just restrictions on THEIR end it's restrictions on OURS.
These most recent measures were put in place until Apr 31. But things have only really gotten worse, so either they're likely to be extended or hardened. Debatable about what's the best solution. But at the rate we're vaxxing, or better yet the rate we aren't...summer 2021...unfortunately another total write off. MAYBE September? IF we convince 75% of the population to get vaxxed, which won't be that easy.
I want to plan stuff, I really do, but unless the date says 2022, it's just a loan for the airline ponzi scheme of refunding someone else with your money, then refunding you eventually with new money.
Yes, it can feel pretty disheartening at the moment. But I think it's also important to separate objective, scientific reality from perception, feelings, and media.
Some objective facts:
1) The peak of our rolling 7 day average of new cases was 11 days ago, and has dropped every day since that point, and is now down 20% from that point. It's quite possible this third wave is already in our rear view mirror.
2) On April 18th (11 days ago), when we hit 230 cases per million in this country, we were averaging approximately 1 death per million at that time. During the second wave, when we hit the same point of 230 cases per million (January 8th), we were averaging 4 deaths per million.
Now ask yourself, does it 'feel' like things are 4 times better now than they were then? No, it certainly doesn't. Why not?
Well, primarily because we've allowed perception and feelings to guide our policies a bit more than the objective, scientific reality. And of course we all know what side the media is going to take when it comes to feelings vs reality.
But at a certain point, the reality will prevail over perception and feelings. Reality being 4 times better wasn't enough to overcome the feelings. But in the next 4-6 weeks, over 60% of Canadians will have had their first dose.
We are already the 4th most vaccinated country (of meaningful population size, of the 30 wealthiest countries), despite being the 9th wealthiest nation. We are punching above our weight, so give your country some credit where it is due! We are getting there. Reality will prevail, and our policies will adjust to reflect that.
